Java Web Start is part of the Java Runtime Environment, which is a virtual machine environment that allows developers to write code, compile it and have it run on any operating system. This software was made by Sun Microsystems, and the early forms of Java were popularized during the early web boom though what was known as applets or Java applets. These little applications ran within a user's web browser. Problems erupted with incompatibility of some browsers and the perception that because of the download times that Java was slow.
This is not the case, as Sun improved Java and enhanced the user interface libraries. The problem still remained in how to easily install a Java application onto a user's desktop from the web. Java Web Start is that answer, it gives the software publisher a way to distribute their applications to the user. Java Web Start launches automatically at the start of a Java application that enabled to use web start. Java Web start then saves the application on your computer, so that it doesn't have to download the application everytime.
Java Web Start uses security features that avoids downloading malicious code. It also has the ability that it automatically checks the website to see if there are new versions of the application available. If there are new versions then it will automatically download them and launch the updated application.
When you launch the java webstart client you can select to launch your application on-line. When this happens the webstart client will compare what is on your system's local disk to what is on the remote website. If there is a difference then the client will automatically pull over all the latest updates. This again is a nice little feature of java webstart.
